In consideration of the problems and requirements identified within the Bihor Hajdu-Bihar Euroregion, as to risk prevention and disaster management and which are illustrated by the absence of a risk assessment in this cross-border area, of a disaster resistance approach, of a coordinated reaction to emergency situations, based on a harmonized development and the coordinated use of integrated capacities, the lack of regional infrastructures of training intended to improve the firefighters’ skills in risk prevention and disaster management, the insufficient territorial coverage, it is rather important that we promote certain specific instruments that may meet and address the aforementioned issues.
Cooperation and training/preparedness
The cross-border cooperation and its positive advantages are acknowledged and promoted by all relevant strategies on risk reduction, both worldwide and on the European and national level. This reality is mainly due to the fact that disasters and risks know no political and/or administrative frontiers. Given said context, the goals, the activities and the results to be planned within the Crossrisks project are of a particular relevance to this cross-border area, since same shall generate improvements of the capacity to plan, prepare and coordinate the relevant structures involved in risk prevention and disaster management. Therefore, this joint approach in the field of cooperation and training in order to prevent risks and manage disasters might become a good practice pattern to be replicated also within other frontiers in various European Union Member States.
Cross-border strategy
This integrated cross-border approach requires the elaboration of strategies and action plans in order to prevent and attenuate risks and manage disasters, the development and the extension of cross-border infrastructures in the field of training/preparedness for emergency situations, the development of joint training programmes and the enforcement of joint protocols for specific interventions.
Within the Crossrisks project, the aforementioned policy instruments and the specified investments are represented by the cross-border strategy on risk prevention and disaster management within the Bihor Hajdu-Bihar Euroregion, the foreign language courses intended for the personnel working in the field of disaster management, the enforcement of joint protocols for specific interventions, the extension, the refurbishment and the joint management of two complementary regional cross—border training centers for the integrated training on emergency situations interventions to be located in Bors and Hajdúszoboszló, joint training programmes intended to ensure the training level for the volunteer personnel and the professional personnel involved in risk and disaster management within the Bihor Hajdu-Bihar Euroregion.
Intervention improvement
By implementing the Crossrisks project, all relevant key-actors in the Bihor Hajdu-Bihar Euroregion involved in the disaster risk decrease policy, shall better develop the control and the practice of the processes in the command chain, within the local and cross-border removal of fires, explosions, industry accidents, thus contributing to the improvement of the quality of interventions in the concerned cross-border area.
Under the same context, the establishment of Regional cross-border training centers intended for the integrated training on emergency situations interventions, shall integrate the training aspects with a cross-border policy on disaster management and shall make the cooperation permanent under said policy, with an impact on the entire population, which shall benefit from public services of interventions in emergency situations to be improved through the Crossrisks project.
An Interreg V-A Romania-Hungary programme
The general aim of this project is to consolidate the cross-border partnerships, in order to facilitate a cooperation-based, harmonious integrated development of the border area.
